A governing instrument — part of a broader Key Management Policy — that provides rules and restrictions controlling how computers and entities within a security domain may handle cryptographic material, access resources, and exchange information with parties inside and outside the domain. It is rooted in the concept of a security domain: an environment or context encompassing a set of system resources and the entities authorized to access them under a common security policy, or equivalently, a set of assets and resources subject to a common security policy. In practice it is used as the benchmark for cross-domain operations: a sending entity must be assured that the receiving domain's protections meet the standard of its own policy, and the receiving entity must equally verify the sender's policy before accepting sensitive material. Once two domains are found equivalent — by an authority or automated mechanism — their members can exchange sensitive data with assurance that it is protected to the required level.
